These low life's did rent a home in OC never moved in then rented the same home to 4 different renter's. Hand a few dollars to an owner who has no intention of keeping the property and then start collecting (skimming) rent. In some neighborhoods, I would think that this would be a welcome practice... at least the lawn's being cut and the pool is not a mosquito-breeding factory. ;) This technique is used with the owner’s consent in some cases, as well.
